| Fully healthy Phillips (foot) said Sunday that he's completed his rehab and feels 100 percent healthy, Cody Westerlund of 670TheScore.com reports. The Scoop: Phillips missed the Bulls' final 18 games with a right midfoot sprain, but he looks as though he'll be in store for a normal offseason.
