What's New To Mock GM Free Agency
The biggest change from previous Mock GM editions to Mock GM 2009 is the implementation of the contract submission process when acquiring players via free agency. The contract submission process allows the Mock GM game to continue thru the offseason in the absence of either GMs or Agents in a given league by incorporating a time limit when negotiating contract for free agent players. How Does the Contract Submission Process Work (In a Nutshell)?
When a GM or Agent submits the first contract offer for a free agent player, the countdown begins. Depending on the player, the time can vary from a couple of days to a week. Between the first contract submitted to the contract submission deadline, GMs and Agents propose, counter, withdraw, accept, or reject offers. If both a GM and Agent agree to a contract (meaning both parties press the accept button), the contract submission ends and the free agent player goes to the team controlled by the GM. If the contract submission deadline ends before a GM and Agent decide on a contract, the Agents assistant picks the best contract among the contract submitted up to that point. If the Agent or Agent assistant pick a contract that has not been accepted by the GM, the contract enters a Grace Period. The Grace period is another time space that allows the GM with the best contract at the time, a window to accept the contract the Agent or Agent assistant selected when the contract submission deadline ended. In that time frame, GMs and Agents can still submit contracts offers. At this point an Agent can decide which ever contract best suites their client. If a contract is not decided upon by the time the Grace Period Deadline passes, the Agent assistant decides amongst the best contracts submitted that were pre-approved by the GMs who submitted them. If the agent assistant determines that there are no contracts suitable for the free agent player, all proposed contracts are voided and the contract submission process ends. In order to start the process again, a GM or Agent must submit a new proposal. Simple right? Well there are a few more wrinkles. Top

Being an Agent in Mock GM is a very powerful position and as a result, Agents are held to a higher standard. That being said, there are time frames and conditions that Agents must be aware of as well as met before they can act upon a contract offer. The first time frame enforces the NBA policy that gives Agents and GMs sufficient time to do due diligence in finding homes for free agent players. Once free agency starts in a league, GMs and Agents usually have 6 days to negotiate contracts before any offers are officially signed. During that time frame GMs and Agents can propose offers, but only GMs can accept those offers. After the enforced time frame passes, Agents will be allowed to accept/reject/withdraw contract offers. I am an Agent and teams can officially sign players in my league but I still can't act on a contract offer. What gives?
In addition to the allotted time frame to negotiate contracts, all players must receive a minimum amount of bids (minbids) before an agent can act upon the contract. This keeps the game fair and honest and allows time for both GMs and Agents to view all potential offers in a set time frame. Top
How many minbids do I need before I can act on a contract?
The minbids all depend on the player. Some as small as two others as much as ten. Top
I am an Agent what can I do while waiting for the time frame to pass and the minbids to be met?
If an Agent represent a player with a Player Option (PO) you can decide his/her player option.

Agents can set minimum salary requirements** for their free agent clients they represent. This ensures that you only get offers that meet your clients salary demands. Setting a minimum salary requirement is the most powerful feature available to the agent because even if the minbids aren’t met and the contract submission deadline passes, the Agent is assured that his clients salary demand is met.

Agents can set contract requirements or hints that give GMs an idea of what their client is looking for. Top
Is there any way to get around the minbids?
We recognize that minbids may or may not be met in a timely manner for both a GM and Agent to act upon a contract which is why Agents have the power to send the same contract to multiple GMs who qualify for the given contract.** Use this feature to expedite a contract signing or if you are looking to get an idea of what GMs are willing to accept. What offers count towards the number of bids?
All active offers whether accepted, neutral, or rejected count as a bid. Offers that have been withdrawn by the GM or Agent do not count towards the minbid requirement. Top
I am an Agent, but when the Contract Submission Deadline Happens, I do not want the agent assistant to pick for me. What do I do?
If you do not want the agent assistant to pick for you, One option would be to turn off the Agent Assistant by going to your sports agencies Agent Assistant Settings and select which players you want to manually select. However if the minbids are not met, YOU WILL NOT BE ALLOWED TO MANUALLY PICK AND THE AGENT ASSISTANT WILL OVERRIDE YOUR REQUEST. Top
So what is the Grace Period and why have one?
The Grace Period exists for several reasons. The main reason for the grace period is to allow GMs to prioritize their free agent signings in a way that takes advantage of the Collective bargaining agreement. Rule of thumb in Mock GM is to sign outside free agents before signing your own free agents.

Case in point, A GM may have a bird right player that they are defiantly going to resign. They have the highest offer and no one can match their contract, however they do not want to use their available cap space on a player they have bird rights. To make things even more complicated, the player they do want has a contract submission date that comes after their bird right players contract submission date. The way to work around this is by proposing the highest offer to your bird right player BUT not accepting the contract just yet. By doing this, when the contract submission deadline reaches, the agent assistant will pick your highest offer and mark it as the best offer and as long as the you accept the offer by the new grace period deadline, you have first refusal to the player. With the grace period deadline in place, you have that time frame to sign outside free agents and still take advantage of the salary cap by holding on to your bird right player.

Now the example above is not so cut and dry. It is assuming the GM is interacting with the Agent Assistant and not directly with the Agent. If the Agent intervenes in the contract negotiations, the Agent can override any prior selections by the agent assistant. Remember the grace period does not stop negotiations from occurring as the free agent player is fair game until he/she has officially signed a contract. Top
I am an Agent, do I have to wait on the Contract Submission Deadline before I accept offers?
Absolutely not. As long as the time frame and the minbids are met, an Agent can decide a contract anytime. The contract submission deadline symbolizes the last possible moment before the Agent or Agent Assistant decides on a contract. Top
I see Deadline Overdue next to a players name. What does that mean?
Deadline Overdue is an indication that the players contract situation has not been determined. To move negations along, simply click on the player and contract negotiations resume. Top
If a player is a restricted free agent (RFA) in real life, why not in Mock GM? Why can’t I match his contract like I could a Qualifying Offer player(QO)?
PASPN is always adding to the Mock GM game and will consider RFA as a new status in the near future. The issue is properly assigning a RFA player. The rule of thumb is to mark all 2nd round draft picks who made it through their contracts as an RFA. However we currently cannot guarantee this as a distinction which is why the RFA status has not been introduced. As a courtesy, PASPN does send emails to all GMs with bird right players when a contract has been submitted. In the future we may consider more options for ways to better communicate pending player movement. For now the league Rumor board is the best way to track what is going on in a league as most if not all transactions are recorded by Peter Aldridge, the Mock GM Insider. Top
Team Cap Exceptions: What are they, when are the given, and when can they be used?
Cap exceptions give teams that are over the cap the ability to remain competitive in the free agent market. Exceptions are given out immediately after the leagues college draft and consist of two kinds: The mid-level exception (MLE) and the bi-annual or lower-level exception (LLE). The MLE can be split up to two exceptions (one is 60% of the MLE and the other is 40% of the MLE) in order to sign veteran players. Exceptions can be used only once so if you used 60% of the MLE on a player, you no longer have the full MLE and are left with 40% MLE and LLE Top
